This disgraceful state of affairs means that ciizens are denied a legal remedy for far too long. The whole process is far too cumbersome, slow and expensive. It loses credibility.
If EULEX cannot or will not intervene and the Ministry of Justice has no solution perhaps mediation should be considered.
By this process the cases are sifted and those that are suitable (probably 80~90%) are passed to a Mediator to deal with.
